Prior to starting Hegarty Research, Mr. Hegarty served in the United States Marine Corps specializing in Ground Electronic Warfare and Signals Intelligence and in industry working with the IC and DoD in a wide variety of electrical and systems engineering disciplines including antenna engineering, electromagnetic theory, propagation and communications system modeling, electronic attack modeling, information operations, information warfare, cyber warfare, decision modeling, systems engineering, program management, and business development.
Mr. Hegarty is active is a wide range of service activities at The George Washington University and the University of Illinois. At GW he is the Chair of the Dean’s National Advisory Council (NAC) at the School of Engineering and Applied Science (SEAS), the founding Chair of the Entrepreneurship and Innovation Committee, served as the co-Chair on the executive committee for the SEAS Campaign, and served as a judge for the student R&D Showcase. Mr. Hegarty serves an elected University of Illinois Foundation Member, he is the College of Engineering representative on the Illinois Alumni Association Board of Advisors and is the President of the Electrical and Computer Engineering Department Alumni Board of Directors. He holds a BSEE from the University of Illinois and a MEM from The George Washington University.

Mr, Devine joined Hegarty Research in December of 2009 as serves as Vice President. Mr. Devine overseas all professional services efforts related to contracting, procurement, and acquisition. Mr. Devine has over 30 years of experience working on DoD acquisition programs. He has a wide range of experience in DoD acquisition, procurement, and finance.
Mr. Devine has a BS in Public Administration in from the University of Scranton, a Certification in Contracts Management and Administration from the University of Virginia and has completed coursework towards a MS of Project Management from The George Washington University. Mr. Devine is a PMI certified Program Management Professional.

Dr. Danielson joined Hegarty Research in 2017 as the Chief Strategy Officer. Dr. Danielson has over 30 years of experience in strategic analysis and U.S. Government policy making activities with emphasis on Systems Engineering, Defense Acquisition, National Security Strategy, International Cooperation, Defense Exports and Foreign Relations. Dedicated support to the Department of Defense Advanced Research Projects Agency; Department of Homeland Security Science and Technology Directorate, and the U.S. Joint and Army Staffs, performing systems engineering, acquisition and policy recommendations for emerging technology programs, capability development risks, and export policy.
Dr. Danielson retired as a Colonel in the US Army serving as a Foreign Area Officer. He holds a BS Mechanical Engineering from Northeastern University, Boston, Massachusetts, an MA International Relations, concentrations in International Security Studies, International Finance and Banking, and East Asia from Columbia University, New York, New York, and a Ph.D. Public Policy from George Mason University, School of Public Policy, Fairfax, VA.
